About this program
Medicaid is run by states within federal rules. In states that adopted the Affordable Care Act expansion, adults under 65 generally qualify up to 138% of the federal poverty guideline. In states that did not expand, adults without dependent children are often ineligible at any income. Coverage for children, pregnant people, and people with disabilities follows separate and usually more generous rules.
